Education and Experience : Bachelor's Degree or higher in Computer Science, Data Science, Mathematics, Statistics or related field, plus four (4) years of experience in database management and analysis, data modernization, informatics strategies, process optimization, or data integration and interoperability; including two (2) years of supervisory experience in a management or administrative capacity.
Licenses and Certificates : Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment.
General Purpose
Responsible for managing the integration and development of the public health informatics functions as well as leading and coordinating data modernization efforts to ensure timely, complete, and interoperable surveillance data are readily available for public health action.
Typical Duties
Optimize data integration, data governance, interoperability, and visualization, support the strategic leadership and direction for the design and implementation of an informatics/data analytics plan. Involves: Assure the use of public health informatics supports population health assessments and improvements, including the use of data/information to monitor strategic objectives. Ensures that modernization efforts improve timeliness and quality of data, better coordinate data activities and systems, reduce data burden, and integrate emerging technologies. Conducts ongoing assessment of public health informatics environment and examines data needs within and across programs to identify areas of integration and means of improving efficiencies. Investigates available information technologies and shared services and makes recommendations regarding adoption. Identifies data gaps and makes recommendations to address the identified gaps. Embeds the department's vision, mission, and values, especially equity, innovation and engagement, in all their work.
Provide guidance on strategic direction of an informatics/data analytics plan. Involves: Increase data modernization and informatics capacity, examines data needs and identifies areas for integration and improved efficiency, increase collaboration across work units and effective data workflows resulting in strengthened readiness for public health action as necessary. Acquire quality, actionable public health data, make data visible and useful for decision-making throughout the jurisdiction, develop and implement data modernization and informatics strategies that increase the effectiveness and efficiency of the department. Utilize analytics to assist others understand and address gaps in data or data management processes, including implementing updated practices based on changing needs. Manage plans, operations, and improvements related to data, develop, implement, and monitor systems, procedures, and training materials to assemble and structure the electronic data, assess information technologies and strategies for their potential benefit to the agency and make recommendations regarding implementation, develop and oversee data management and use agreements, recommend operating policies to integrate processes and to enhance interoperability between data systems, as dictated by resources required, available funds, and cost-benefit considerations.
Supervise assigned personnel. Involves: Schedule, assign and assess work. Appraise employee performance and review evaluations by subordinate supervisors. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, and or other employee status changes.
