Overview

Clinical Operations Management
Provides on-site management of operational activities and supervision of the clinical team for all community-based clinical activities in the Place-Based Health program and within the Health Equity portfolio.Manages master Epic templates for Place Based-Health and mobile health coalition. Assigns provider/department templates per department guidelines.Procures clinical supplies and ensures operational readiness of mobile van and all associated equipment needs prior to each clinic.Demonstrates knowledge of standards developed by organizations monitoring patient care including, but not limited to, DNV and CLIA, in conjunction with operations director, coordinates patient flow.Identifies potential problem areas, develops a system for objectively monitoring performance, and creatively seeks solutions to foster quality improvement.Provides timely and appropriate resolution to patient, customer, physician, personnel, vendor, and organizational concerns.Demonstrates flexibility and continuously re-evaluates the need to adapt operational models and initiatives based on needs of the community. Ensures that these adaptations are in line with OHSU, and within guidance of OSHA, OHA, CDC, UTT and all government regulations.
Project/Program Management
Initiates, plans, executes, and closes discrete operational projects successfully within the Health Equity Place-Based Health program.Provides recommendations to Health Equity leadership on program changes.Engages in strategic planning and evaluation of program components.Engages internal and external partners, using clear and effective communication strategies.Evalutes and monitors project and program risks; develops effective risk mitigation strategies.Procures Epic data using Webi, Bobj, PowerBI and other applications to evaluate, monitor and report on clinical volumes and health equity metrics.
Personnel Management and Supervision
Hires, evaluates, counsels, and (if/when needed) dismisses personnel. Responds to grievances.Oversees scheduling of all clinical support staff and volunteers for discrete and recurring clinical activitie,s as well as stocking and supply management.Implements staffing plans and ensures operational readiness of all clinical and clinical support staff. Utilizes mitigation plans and escalates barriers appropriately.Applies department-level onboarding practices and implements training protocols for all staffed and volunteer clinical support staff. • Conducts pre/post clinic huddles with clinical support team.Provides operational updates and presentations on clinical outcomes to Health Equity team and leadership.Provides appropriate coaching and counseling for all direct reports, in partnership with HR business partner and union representatives, where applicable.Implements procedural standards and ensures basic competencies for all staff.Executes staffing models and appropriately uses support staff with respect to OHSU resources.Ensures assigned staff adequately meet workload requirements.dentifies development needs of staff and coordinates to meet staff needs. Orients new staff and monitors training needs.Monitors direct employee's time and attendance. Works with department leadership to monitor and evaluate timekeeping and attendance and ensure policy guideline adherence.Models best practices/standards for providing cultural humility with respect to culture, customs and learned experiences.Fosters an environment of belonging and safety for all team members.
Mobile Van Management
Manages and schedules mobile van maintenance, including scheduling maintenance and service change and management of fuel levels. Ensures all equipment is functioning and operable.Responsible for ensuring the mobile van is stocked with appropriate clincial supplies.Coordinates mobile van training for all drivers and ensures OHSU driving policies are communicated and followed by all team members.
Other duties as assigned
Represents the OHSU Health Equity program to key partners, both within OHSU and with the broader community.Leads and/or participates in projects and activities, as assigned by Health Equity leadership.Understands and exemplifies the Code of Conduct while adhering to OHSU Health Care system and program policies and procedures.Performs other duties as assigned by Health Equity leadership.
Responsibilities

Bachelor's Degree3 years clinical healthcare experience.2 years management or supervisory/lead experience in a healthcare setting.Experience effectively managing projects and programs.Demonstrated ability to apply social justice principles.Demonstrated experience effectively managing projects and programs.Must demonstrate strong verbal and written communication skills.Ability to communicate well with people from a diverse range of backgrounds.Ability to meet deadlines.Knowledge of and experience with Lean management principles and/or related quality improvement methodologies.Proficiency with MS Office suite, to include Word, Excel, and PowerPoint.Ability to develop and build relationships with and across multiple stakeholder groups.Compliance with Code of Conduct, Respect in the workplace and Applicable policies, procedures and agreements related to position, department or OHSU as a whole

Qualifications

Master's degree in a relevant discipline (MBA, MHA, MPA)Prior experience working in community-based medical clinics or mobile health programs for underserved/marginalized communities.Prior experience working in large, matrixed organizations.EMR experience, preferably EPIC.Lean Six-Sigma Black Belt or other PI certificationProject Management Professional (PMP Certification)
